Notice IS HEREBY GIVEN, of the sole source determination in accordance with ORS 279B.075 and OAR 47-137-047-1275 and intend to contract with Inland Development a fiber transport service connecting the Fairgrounds main office to the County’s internal network is available from only one source.
SOLE SOURCE BASIS
1. Inland Development is the sole provider capable of delivering a secure, direct fiber connection that integrates with the County’s existing internal network, security architecture, and enterprise systems. Inland Development currently provides network transport services for the majority of County facilities and can extend the same standardized, secure infrastructure to the Fairgrounds location.
2. Alternative providers are limited to basic internet services and do not have the capability to connect directly to the County’s internal servers, surveillance systems, monitoring tools, or security environment. Utilizing another provider would require additional infrastructure, introduce security risks, and result in system incompatibility with existing County technology.
Conclusion
Based on the unique technical, security, and operational requirements of this project, Inland Development is the only vendor that can provide the required fiber transport service. No other reasonable alternative exists. Therefore, this procurement qualifies as a sole source under applicable procurement rules.
Notice
Any entity/individual wishing to protest this sole source procurement must do so withing seven (7) calendar dates from the date of this notice. All protests must be delivered within seven (7) calendar days from the date of this notice, in writing, to:
