1. Introduction

Morrow County is soliciting bids from qualified vendors for the purchase and delivery of one (1) new diesel tractor truck Chassis  in accordance with the specifications outlined in this RFP.

2. Scope of Work

The successful bidder shall provide one (1) new tractor truck meeting the following minimum specifications:

- Base Chassis: Model HX520 SFA with 213.00 Wheelbase, 123.00 CA, and 59.00 Axle to Frame
- Axle Configuration: 6x4 (Note: Pricing may change if axle configuration is changed)
- Frame Rails: Heat Treated Alloy Steel (120,000 PSI Yield); 12.250" x 3.380" x 0.375"; 550.0" Maximum OAL
- Frame Rails with Tapered Rear; Deck Plate Aluminum, (2) Sections, 15" Wide
- Crossmember: Frame Tie for Heavy Duty
- Bumper, Front: "TEXAS Style", Aluminum, Stainless Steel Clad
- Tow Hooks: (2) Front Frame Mounted, 80,000-lb. Total Capacity
- Wheelbase Range: 211" through 256"
- Engine: Cummins X15 605V, 605 HP @ 1950 RPM, 2050 lb-ft Torque
- Transmission: Fuller RTLOF-20918B 18-Speed Manual, Double Overdrive
- Clutch: Eaton Fuller Advantage, 15.5" Diameter, Dual Plate
- Front Axle: Meritor MFS-20-135A, 20,000-lb Capacity
- Front Suspension: Parabolic Taper Leaf, Shackle Type, 20,000-lb Capacity with Auxiliary Rubber Springs
- Brake System: Air Dual System for Tractor Applications with Color-Coded Nylon Brake Lines
- Trailer Hoses and Cables: Phillips Straight, Rubber Hose, 14' Working Length, Aluminum Glad Hands, Lighting Cable

3. Bid Submission Instructions

Proposals must be received by 4:00 PM (PST) on Thursday, July 24, 2025. Late bids will be rejected.

4. Evaluation and Award

The County will evaluate bids based on the following criteria:
- Compliance with specifications
- Total cost
- Delivery timeline
- Warranty and service terms
- Vendor qualifications and references

The County reserves the right to reject any or all bids and to waive informalities or irregularities.

5. Award

The selected vendor will be required to enter into a purchase agreement with Morrow County. Award of the contract is subject to the available budget and County approval.
