Consortium Mission:
“Promote access to safe drinking water throughout unincorporated areas in Morrow County by funding, developing, and building projects to provide drinking water to residences affected by nitrate contamination.”

Funding Sources - The Clean Water Consortium is exploring several options for funding infrastructure projects to mitigate the impacts of nitrate and provide clean drinking water to County residents. Since its formation, the Consortium has received commitments of $4,881,000. The following is a list of current committed funding sources for future Consortium projects:

  • Consortium Partner Contributions - $120,000 annually: The intergovernmental agreement between Morrow County and the Port of Morrow that formed the Consortium commits each entity to contribute $60,000 annually for the operational needs of the Consortium.
  • Columbia River Enterprise Zones Contributions: Funds received from businesses located in the CREZ boundary (in and surrounding the Port of Morrow) have been committed to assist in Consortium projects. The following commitments have been made:
    • $400,000 - CREZ II distribution in January 2025 from Community Development Charges (Meeting Minutes - Page 4 Item 5.b.)
    • $500,000 - CREZ III distribution in January 2025 from Community Development Charges (Meeting Minutes - Page 4 Item 9)
    • $1,000,000 - CREZ III distribution in August 2025 from Community Service revenue (Awaiting Meeting Minutes)
  • SB5531 Lottery Bond Grant - $2,861,000 The 2025 Oregon State Legislature approved these funds for the promoting access to safe drinking water. Funds will be held by the Oregon Business Development Department as the Consortium identifies, engineers, and develops the project. The amount granted was based on estimates for a water distribution system to service West Glen. The following documents provide further information on this grant:

An additional fund source is the DEQ Supplemental Environmental Projects. This source is from direct fines levied against the Port of Morrow for high nitrate levels in their effluent water. The Consortium has received word that these fines will be directed to assist in Consortium projects. Documentation is being finalized on that aspect but it is expected that this will provide between $1,000,000 and $1,500,000. 

West Glen Community Outreach Meetings - Morrow County received a Business Oregon Technical Feasibility Grant to explore the possibility of providing water and sewer services to the West Glen Community. This is a feasibility grant that provides information for parties to consider the options. No final determinations are anticipated with this report. As part of the project, several community outreach meetings were scheduled to present and discuss the options with residents of the community.
